Mission

Gasunie is a leading European gas infrastructure company. We serve the public interest, offer integrated transport and infrastructure services to our customers, and adhere to the highest safety and business standards. We focus on short- and long-term value creation for our shareholder, other stakeholders and the environment.

Profile

Our task is to ensure safe, reliable and affordable gas transport, which is of crucial importance to the economy and society. Through our infrastructure, services and geographical position, we are at the heart of the Northwestern European gas market. Our infrastructure connects end-users and suppliers of energy. It functions as an international hub for the supply and throughput of gas. For this purpose, we manage and develop gas infrastructure and gas trading platforms: gas transport networks, international transit pipelines, gas storage, LNG infrastructure and virtual gas trading platforms. This enables us to contribute to a liquid, competitive and reliable European energy market.

Through our network in the Netherlands and Germany, we transport nearly a quarter of the total gas consumption in the European Union. We occupy an independent position in relation to production companies and/or suppliers, and apply an open-access model. This means that our infrastructure is available to all our customers on equal conditions. Our services in this regard are transparent and non-discriminatory. Our customers are gas producers, energy suppliers, traders and end-users such as power stations and large industries.

We contribute to the transition to a sustainable energy supply in which gas, of various kinds and in combination with other sustainable sources of energy, ensures a stable and affordable energy system. We accelerate the transition towards a sustainable energy supply by developing sustainable technologies and infrastructure; we do this through new partnerships and business models. For example, we invest in projects that focus on the efficient conversion of biomass into renewable gas, in projects in the field of sustainable heat supply, and in infrastructure for the use of LNG for water and road transport.

We are a state-owned company and the Dutch State is our only shareholder. Our employees are spread over more than 30 locations in the Netherlands and northern Germany. Our headquarters are in Groningen (the Netherlands), and our main office in Germany is located in Hannover. By making use of suppliers, contractors and subcontractors in the Netherlands and Germany, we make an important contribution to local employment opportunities.

The gas chain

As a gas transport company, we play an important role in the gas value chain, which stretches from the extraction of natural gas to its user applications. This chain is formed by gas producers, suppliers, shippers (i.e., parties with a transport contract for natural gas transport), national and international network operators, gas transport companies (mainly regional), direct customers (i.e., industries and power stations directly connected to the national grid) and domestic households. Our main customers are shippers and directly connected parties, and our main markets are the Netherlands and Germany, but we focus on the European market in a wider sense.

The main social aspects within our chain are the growing demand for sustainable energy and the corresponding decrease in the demand for gas, as elaborated on in the section on Trends & Developments. In order to find solutions to today’s energy issues, we collaborate with partners both within and outside the chain and the gas sector, such as knowledge institutes, infrastructure companies, government authorities and environmental organisations.

Our value chain consists of activities and processes for our gas transport and infrastructure services. In this chain, we act as an employer, partner, neighbour, customer and knowledge institute, and also as a party which, as a wholly State-owned company, contributes to the revenues of the Dutch State.

Value creation

For each of the six forms of capital (financial, produced, intellectual, human, social & relational, and natural) our value creation model shows how we use them to achieve our strategic objectives. It also visualizes the value we add through our core activities.

Organisational structure

Gasunie has two main activities: (1) the provision of regulated transport services through the gas transport network in the Netherlands and Germany and (2) the provision of other infrastructure services (Participations), both independently and in collaboration with other parties. Network management in the Netherlands and Germany is carried out by two subsidiaries: Gasunie Transport Services (GTS) in the Netherlands and Gasunie Deutschland in Germany. The other infrastructure services include gas storage, transport through international pipelines (including sea pipelines), a terminal for the import of liquefied natural gas (LNG), and our share in the gas exchange ICE Endex.
Our main activities are supported by various service providers, such as those in the areas of safety and security, strategy and personnel, IT, finance and legal affairs. In addition, service provider Operations & Projects carries out the management, maintenance, adjustment and expansion of the infrastructure.

Corporate Business Development

In 2016, to facilitate the proper implementation of our fine-tuned strategy, we integrated the development of new business in gas infrastructure services and the development of energy solutions for the future into a single department: Corporate Business Development. This department will map new business opportunities (e.g., with regard to renewable energy) and risks (e.g., the financial feasibility of new technologies) and identify concrete opportunities for new business. In this way, the department contributes to creating value in Gasunie’s three strategic pillars. Previously, this responsibility was shared by the Participations & Business Development business unit and the corporate Strategy department.

Business model

Our revenues are entirely generated from activities relating to our gas infrastructure. The activities of the network operators in the Netherlands and Germany are regulated, in contrast to the infrastructure services of Participations, which are not or only partially regulated.

The business model of the network operators in the Netherlands and Germany

The network operators in the Netherlands and Germany offer their services in a customer-focused and transparent manner. They sell the available capacity in a reliable network on competitive terms. The gas can be fed into the network at entry points, and customers can retrieve gas from the network at exit points. Customers enter into contracts with which capacity is booked at certain entry or exit points in the network for a certain period (year, quarter, month or day). With regard to the transport of transit flows, our network competes with networks in other countries in Northwestern Europe.

The tariffs that we charge our customers are regulated. They are determined once a year by the regulatory authorities, which review the method of regulation every 3 to 5 years. The regulator in the Netherlands is the Authority for Consumers & Markets (ACM), and in Germany it is Bundesnetzagentur (BNetzA).

In the Netherlands and Germany, a system of revenue regulation applies: the tariffs are calculated by dividing the permitted revenues for the year in question by the estimated capacity bookings. If the actual number of bookings is different, and thus the revenues generated, the difference will be settled in later years.

The revenues permitted by the regulator consist of a capital cost allowance for the invested capital, a reimbursement for the annual depreciation costs (calculated on the basis of the depreciation periods determined by the regulator and the value of the assets) and a reimbursement for the operating costs.

The business model of Participations

Participations provides infrastructure services such as gas storage, transport through international pipelines (including sea pipelines), a terminal for the import of liquefied natural gas (LNG), and our share in the gas exchange ICE Endex. It is responsible for the sale and delivery of these gas infrastructure services. Our customers buy capacity, which entitles them to use the relevant infrastructure during a certain period. The tariffs for these services are mainly determined by the market of supply and demand. The business risks and return targets of the activities of this business unit’s activities are higher than those of our fully regulated activities.

With these activities, we support the liquidity and proper functioning of the gas market. In this way, they contribute to the utilisation of our gas transport networks in the Netherlands and Germany. Participations supports the proper functioning of the energy market, and positions the Netherlands as a hub in the international gas flows. Participations is responsible for managing new business developed by Corporate Business Development with regard to both existing and future energy solutions.

Gate (Gas Access To Europe) terminal is located on the Maasvlakte in Rotterdam and is as yet the only import terminal for liquefied natural gas (LNG) in the Netherlands. The decline in European production means that additional gas will need to be imported. Through Gate terminal, the Dutch gas transport network is connected to the global supplies of natural gas, thus contributing to the diversification of the gas offer in Europe. At the terminal, LNG is stored, regasified and pressurised for distribution to the Dutch gas transport network. Gate allows quick access to the large nearby natural gas markets in Northwestern Europe. In addition, Gate is developing into a hub for LNG imports and exports, with a versatile offering of small-scale LNG services. This enables Gate customers to distribute LNG as a cleaner fuel for sea-going vessels, ferries, trucks, and for industrial applications. Through Gate terminal CV, we have a 50% interest in the terminal.
